Dixie Gagged by Hyde

So far, the characters in all the pics I submitted here who got gagged are Patch, Baloo, Bagheera, and Lucky, all of which are male characters. In this pic, however, the next character to be gagged is a female character, and that is Dixie. Dixie was at the beach, as usual, and she was taking a walk there on the sand, while someone dressed up as Mr. Hyde from an episode of "The New Scooby-Doo Movies" followed her quietly and gagged her. The person in the Hyde costume is not Zalia Z. Fairchild in this pic, and he is not kidnapping Dixie; the person in that costume is just some guy who only wants to have some fun with Dixie. Who is dressed in that Hyde costume, and what kind of fun does he want to have with Dixie after gagging her?
